PRIVATISATION, ASSET MANAGEMENT AND REGULATORY FRAMEWORK

Asset Management Plan for Water Supply System
We prepared an Underground Asset Management Plan (UAMP) for the HKSAR Water Supplies Department. The project covered 5,700km of water mains that included the development of a model for the UAMP with optimised capital and operating costs.

The UAMP recommended the replacement or rehabilitation of some 3,000km of water mains throughout Hong Kong in stages under the water mains replacement and rehabilitation programme to prevent further deterioration of the water supply networks.
 
     
Technical and Financial Due Diligence on Wastewater System
Atkins evaluated the technical, financial and environmental aspects of two major wastewater projects costing US$580 million proposed by the Bangkok Metropolitan Administration in Thailand, with a view to arranging a loan from the Japanese OECF.
 
     
PFI Due Diligence on a Waste Water Scheme
Atkins was commissioned to undertake a technical due diligence on behalf of the lending groups bidding as part of the Kvaerner / Hyder consortium for this ¢G 90 million wastewater scheme, to be constructed at Tayside, along the east coast of Scotland.

Asset Management Strategy for Water and Sewerage Systems
Atkins was appointed to develop an asset management strategy for City West Water, Melbourne who supplies water and provides sewerage services for a population of 400,000 in Melbourne and Victoria.
 
     
Performance Evaluation of Existing Water Distribution System
Atkins conducted an evaluation of the current and future performance of Thames Water southeast London water supply and distribution system. Based on our findings of the assessments , we recommended a program of investment to improve service and performance.
 
     
Financial Analysis and Modelling of a Water Supply Scheme
Atkins provided commercial, financial and contractual services to the municipal water supply and sewerage board for a BOOT Water Supply Scheme in Bangalore, India. Services provided included financial modelling, advice on contracts and a review of tenders.
