QUANTITATIVE RISK ASSESSMENT (QRA)

Fireworks Display Risk Assessment
Atkins was commissioned by the Leisure and Cultural Services Department (LCSD) to conduct a Hazard to Life assessment study for fireworks display in the Hong Kong Victoria Harbour. The objective of the quantitative risk assessment is to identify hazards associated with the storage, use, transport, handling and discharge of fireworks, evaluate the potential undesirable or hazardous impacts to the public, in particular the potential risks to viewers on land and at sea, and ensure fireworks displays are organized under a smooth and safe condition.
 
     
Quantitative Risk Assessment of the Transport of Liquid Chlorine to Silver Mine Bay Water Treatment Works
Atkins was appointed by Water Supplies Department (WSD) to conduct a risk assessment associated with the transportation of liquid chlorine from the Sham Shui Kok Chlorine Trans-shipment Dock (SSKCTD) to Silvermine Bay Water Treatment Works (SMBWTW) and the loading/ unloading operation of liquid chlorine at the proposed chlorine landing sites at Mui Wo. The scope of services included the evaluation of risks to general public located at the proposed chlorine landing sites and near to transport routes, assessment of the acceptability of the risk levels under each transport route, and recommendation of practicable and cost-effective risk mitigation measures.
 
     
Quantitative Risk Assessment for Harbour Area Treatment Scheme (HATS)
Atkins was commissioned by Leighton-LNS JV to update the Hazard to Life Assessment (as part of EIA) to take into account the change in construction method, and to assist in obtaining a variation to Environmental Permit. The scope of the assessment includes the undertaking of a Hazard Identification workshop with representatives from the Towngas, EMSD, and Contractor to identify hazardous scenarios in relation to the transportation and use of explosive during the drill and blast activities on site, and to create a risk model using RiskTool. The objective is to evaluate the Individual Risk and Societal Risk of the nearby Hong Kong & China Gas Companyˇ¦s Gas Holder Depot (HKCG Depot) and ensure they comply with the Hong Kong Risk Guidelines.
   
     

Pipeline Risk Assessment for GDLNG
In southern China , Liquified Natural Gas (LNG) is being imported to major terminal facilities and distributed by pipeline to major urban cities. It will supply natural gas to major parts of Guangdong and Shenzhen. Atkins was commissioned to provide safety and risk consultancy services including concept risk assessment, and quantitative risk assessment and modelling. We have used innovative technology to generate a GIS integrated QRA model to accurately predict the effects of dispersion of flammable gas, fires and explosions on population local to the pipeline.

 
     
Chlorine Transport Risk Assessment
The broad objective of the study is to select an appropriate site for the reprovisioning of the Kowloon Bay chlorine trans-shipment dock. The risk to the general public from the operation of each of the trans-shipment docks and the subsequent road and marine transportation to the various Water Treatment Works (WTWs) has to be quantified and compared to acceptability criteria. Atkins was appointed to undertake a risk assessment to aid the decision on selecting an appropriate site for the reprovisioning of the chlorine trans-shipment dock and provided close liaison with working group members from different government departments.
