HAZARD IDENTIFICATION AND ASSESSMENT

Safety Assurance for Automated People Movers (APM) ¡V Singapore, Dubai, Korea, Atlanta and Miami Airport
These fully automated people mover systems operate with driverless vehicles running on rubber tires. The systems operate on viaduct or in an underground tunnel, and are controlled to stop at designated stations. Atkins was appointed as System Safety Coordinator for these APM projects. We provide cost effective solutions to our client through the arrangement of off-site support, review and preparation of safety documentations, and provision of technical advice on any safety aspects related to the projects. The objective is to establish and maintain a system safety program to support efficient and effective achievement of the safety requirements as stipulated in contract documents, ASCE21-96 APM Standard, and MIL-STD882D.

System Assurance for West Island Line (C703) Contract
The West Island Line is an underground extension of the existing MTR Island line from Sheung Wan to Kennedy Town with intermediate stations at Sai Ying Pun and Hong Kong University. The route length is 3km. Construction has since started in July 2009 and planned for completion in 2014. The design runs across densely populated areas of the Western district. In addition, the line is an underground railway and construction works mainly comprise of excavation for the running tunnels, stations and pedestrians adits.

Atkins was appointed by the MTRCL to deliver System Assurance for the C703 contract comprising the civil and building services design for the two new underground stations (Sai Ying Pun Station and University Station) with new tunnels extending the existing Island Line from Sheung Wan Station up to Kennedy Town. The objective is to ensure safety risk to MTRCL customers, the public, contractors and MTRCL staff are identified and reduced to a level which is As Low As Reasonably Practicable (ALARP) through the application of best international guidelines and safety practices.

 
     
System Assurance for Express Rail Link (C802 & 803) Contracts
Atkins was appointed by MTRCL to deliver System Assurance for the detailed design of the Express Rail Link project. The project comprises approximately 26km of tunnel from Huanggang Ventilation Shaft (HGV) north of the boundary between Shenzhen Special Economic Zone (SEZ) and the Hong Kong Special Administrative Region to a new terminus station in West Kowloon, 7 ventilation shafts, an emergency rescue station and a stabling siding. Apart from identifying and managing safety risks during operation phase, the service also covered the identification of construction safety risks and constructability issues specific to the design and construction methods proposed during the detailed design phase
 
     
System Assurance for South Island Line (East) (C903) Contract
Atkins was commissioned to deliver System Assurance for the scheme and detailed design for the viaduct structure, Wong Chuk Hang Station (WCH) and Ocean Park Station (OCP) of South Island Line (East). This is a medium capacity system with a route length of 7km. Construction shall commence in 2011 and planned for completion in 2015.
 
     
System Assurance for Shatin to Central Link (SCL) (C1106) Contract
The SCL comprise of 2 sections; the first section extends the existing Ma On Shan Line from Tai Wai to the West Rail Line through East Kowloon and the second section takes the East Rail Line across the harbour to Hong Kong Island. This is a 17km length route. The construction commences in 2010 and planned to complete the first section by 2015 and the second section by 2019.

Atkins was commissioned to deliver System Assurance for the scheme and detailed design for Hung Hum Station and associated tunnels of Shatin to Central Link (SCL). The new Hung Hum Station (HUH) will be a semi-underground station integrated with the existing station to provide interchange with the Tai Wai to Hung Hom Section of the SCL. The existing HUH station will be modified in stages to allow for the phased opening of SCL. Due to numerous interfaces between the SCL and existing East Rail operation and the modification of existing facilities, operational safety is of particular importance and safety risks were identified early in the design phase to ensure the design and proposed construction methods have minimum impact on the members of public.
